Well
You cant judge how the host is yourself.
You have to check its reputation , how its going , its prices , its support and its extensions.
If they are good then you can claim it as an good host.

Some more main points are as in Uptime and their server loads.

That's a tough question. When it comes to rating resellers, there are different meanings by "The best". Do you mean best as in the best prices? Support? It really depends. Seriously, I think that support is one of the most important factors in any reselling. I'm going to offer reselling really soon, and I have some of the best support out there.
