Arrow A web host for newbies?

As some of you may already know – I’m new to this whole web creation thing. I have an idea and want to put it on the web. My only problem is I have VERY LITTLE technical skills and don’t even know how to make a web site. My budget is low so hiring a designer is out of the question.

What I need is a web host that can do the following,
- Reputable
- Free site builder.
- Phone and email technical support and exclusive development help.
- No setup fees.
- Free domain.
- and finally, less than 9 bucks a month.

Any suggestions would be appreciated.

So do you want me to sound intelectual and pretend that I did not clearly see what the guy asked for and write a whole passage before giving him the info he asked for?
I don't have to be spammy.....the best is the best and if someone have problems with short and sweat fact, I don't want to do buisiness with them anyway.

Count my posts since I joined and then decide if you really can afford to point that finger at me.
